v2.0 Phase 2 (mc-r1-dmc-reenable-phase): swept byte-timer realignment.

A signed byte-timer phase shift (in APU-rate timer units) applied ONCE at the $4015 re-enable exclusion boundary (when cannot_run == 2 blocks a would-be looping-reload arm). 0 = no shift (the bare exclusion gate). Env RUSTYNES_REENABLE_BUMP.
